I found this interesting and thought I would pass it along.
I didn’t discover this, that credit goes to hypercoder, who plays San Andreas on PlayStation.

According to him, if you very carefully remove the jetpack in a position where C.J. will appear when you load up a saved-game, then save the game, the jetpack will appear on C.J. after you load up the saved-game. It has to be exact, otherwise this trick won’t work, and it has to be at a save-location that’s outside.

The jetpack will appear even after you’ve shut your system down and completely restarted the game.

Here’s a video he made demonstrating it.

I tried it a few times myself on PC and never got it to work, however, recently I was helping someone complete a mission, and I walked out of the Safe house in Old Ventures Strip (where they had saved the game), and the jetpack appeared on C.J. as soon as he materialized outside.

I was thinking that maybe the trick worked on this saved-game, and that the previous player had taken the jetpack off just before entering the Safe house, that’s why it appeared on C.J.

I tried it several times (by reloading the game and restarting), and the jetpack appeared on several of those attempts.

I checked the stats and the player had used multiple cheats, so I thought that maybe that could have somehow contributed to it, not sure though.

Cheats shouldn't matter for this as it just exploits a feature of the jetpack. When you take the jetpack off, you might notice it doesn't immediately disappear -- instead it becomes a special one-time-only pickup that expires after a certain amount of time kinda like dropped money and guns. If you save while one of these dropped jetpacks is still around, it stays in the save and doesn't go away until very shortly after you reload. By dropping the jetpack in the exact position you reappear on save (or the exact position you appear when leaving a savehouse), CJ is able to equip it before the part of the game that recycles old pickups has a chance to remove it.

Here's the saved-game for anyone that wants to try it out:

Load up the game, and walk outside quickly or it won't work. It may take a couple of trys, but it does work.

It's best to not move the controls once C.J. enters the yellow arrow and begins to walk outside, just let him appear outside, and the jetpack will appear on him a split second later.

Slightly off topic but I noticed this a couple of days ago...I went into an interior (Burgershot)
fed CJ, came back out, NO jetpack...started off
on foot and passed thru where I had ditched the
jetpack and "poof" there it was...it was just INVISIBLE! Gotta check that out some more.

I've had that experience too..it's like the jetpack is in a "blind-spot" and reappears when CJ moves past it.

I've experienced this too, I always thought it was just a couple seconds of loading time that it takes for the jetpack to appear.
