Bank 3: Beagle?
Banks 17 and 18: Boat sounds (From Vice City)
Banks 22 - 25: Bullet "Thwip" (Sounds of bullets flying by without hitting anything)
Bank 33: General Impact Sounds (Car crashes, objects breaking, bicycle crashing, people hitting the ground)
Bank 38: The Crane (SF Docks and Hunter Quarry)
Bank 45: Garage Door motor, Normal door opening (Doors CJ walks through), Garage Door Opening/Closing
Bank 53: Pickup sounds, Countdown Timers, Checkpoint sounds, Other in-game sounds
Bank 122: Splashing sounds (Possibly when the camera surfaces from underwater?)

There are so many sounds I don't recognise though, especially the vehicle ones. I think the unknown vehicles are actually BETA sounds that R* left in despite no being used anymore. Methinks those sounds will make good backups/mods for people who get sound mods they don't like and can't uninstall.

Anyone know where the sound for the Missile Warning that planes and helicopters get when a Lock-On missile is fired at them? I want to mod that with a LOUDER tone (The default gets drowned out by the radio and other sounds in SAMP)

The bank_038 are Crane Sounds
And the bank_016 i think that is the changing sound between the water and the space

Does anyone know where I can find the hydraulics sound (the sound made when you hit hydraulics on a car)?

Yes, I know, this is a bit of a bump, but I wanted to just point out that, the unknown bank sounds:

Works really good with a smaller, older, possibly rear engined car, kind of sounds like an air-cooled rear engine if you listen to it.

I used mine for older weak engined cars, by changing the bank numbers in the vehicleaudioloader, works great. =)
