Police have no worry about people listening to their communications (except maybe annoying gossip queens who like to stand nearby looking busy and eavesdrop).
The codes are because radio is unreliable (bad reception, range, interference, sound noise near the operator, etc), and an dropped word from a sentence can end up wrecking a message, possible undectedly. The codes are more error-resilient.
Something strange I've noticed about the codes posted here is that thay use the numbers 20, 30, 40, etc. Unless these are read differently, "twenty-five" transmitted on the radio, but with the "-five" dropped (eg because of interference) ends up being the same as just "twenty", and the wrong message is transferred. That's why nine is niner and true bearings are always three digit (eight degrees east of north is zero-zero-eight).

"Over" means you are waiting for a response. "Out" means you don't want/need a response and the exchange is over. Thus "Over and Out" is a contradiction of itself. It amazing what you learn from being in the Red Cross, isn't it?
