the guy with the sunglasses in the blue suit looks a lot like an older tommy. in VC you can get a suit like the one the guy on the boxart is wearing, and they both have the same hairline and a very light beard, like they haven't shaven in a day or two.
I don't think it's Tommy. I see what you're saying though. I gave him a quick shave to see if it would help

I just don't see Tommy Vercetti growing a moustache, like some latin american coke baron with a Tom Selleck fixation. Tommy's an Italian - a made man type. He probably wouldn't grow a moustache until he got much older, like Salvatore Leone. Besides, Tommy in VC has a pair of smallish mutton chops in front of his ears. The box art character does not.

I think It's now safe to say this will be set before Vice City
The woman on the yellow car is Alex Shrubs wife, She was a prostitute before getting picked up by Alex Shrub, And she seems to be holding a wad of cash, So it doesn't take a genious to figure out that she will be in the game as a character you probaly have a romance with
Vice City Stories Is before Vice City there isnt much doubt about that.
Here is my specutation as to who the characters may be:
Sorry to quote such a large picture, but i guess it brings it onto a new page. Anyway, if you look at the Gonzalex pixture, in Vice City Artwork he has receeding hair, and is going bald, the large lock of hair shown in the VCS Artwork suggests he is more young. Hence VCS will be set before Vice City, meaning, no Tommy Vercetti.
i'm currently extracting the artwork from the artbox and i discover there is something written at the top behind umberto robina, it's look like "CLUB R...", what is this club ?

Yeah, but Ray Liotta has a distinct voice that made Tommy Vercetti. He's by far my favorite character, but I don't want to see Vercetti be voiced by somebody else. It wouldn't be right.
This is pure speculation but as soon as I saw the blonde leaning against the car in the bottom left of the boxart she reminded me of someone. I looked through the Vice City manual and found a picture of Mrs. Shrub (wife of Alex Shrub). Same hair, same looks and same build from both pictures leads me to believe it’s her. Picture below -

Looks like you´re right, could well be Young Mrs.Shrupp. For some reason she also reminds me of Michelle Pfeiffer in Scarface, the dress and how thin she is.

The font used looks similar to ITC Anna. The word following club should begin with B, D, P or R. ---- I was so convinced this was going to turn out to be another fake when I first saw the topic. Guess I've become really negative recently.
Based on the Fashions I'd definitely say it's earlier 80's rather than late 80's.
