Please don’t double post, it's against forum rules.

I really don’t think at this point you can speculate on what happened to Phil. If the game is set before VC (1986) then we may get to know more about him if it's set after he may still be friends with Tommy, but remember by 1998 (at least) he is in Liberty City so it may lead to the reason behind his move.

nobody knows the time period that VCS is set in do they? I havn't heard about it yet so I'm still hoping for VCS to be set in the 70's. it would be cool if Phil was the main character, if it's Gary Busey that voice acts him again. there's a stroyline about him in the storyline topic (made up but still)

You either get a job to do for him or you'll get a job from someone where you will be told "get some ammunition at Phil's" or "deliver the weapons to Cassidy when you're finished"
Hes alive until 2001 so he wont be killed. He was in VC/GTA3/LCS, was he in San Andreas, I'm thinking he was but not fully sure. I think I can remember something with him in it.

He's probably going to play the same role he did in VC. A "patriotic" arms dealer who helps you out and gives you weps. No way he's going to be the main character though.
