IGN Saya that it's not Renderware. The engine looks a lot likeVice City's. I call BS that it's not Renderare - Or a heavily rewritten Renderware.

IT is not Renderware. August's issue of EGM said that Rockstar North and Rockstar Leeds were working on a new engine for the PSP since it was announced. This also means (but in no way confirms) that they might be working on a totally new engine for GTA4.

Dam the game looks really smooth in those pics, that fat bloke is obviously a new character, I'm just downloading the trailer now to watch. I'm definatley getting a PSP for this.

Now that we know what most of the charachters are going to be i think its time some of us research the Liberty City tree website from GTA3 to see if theres any connections

They had a connections to San Andreas in there once, there might be one for LCS as well.
