Everytime it says kill all the hatians on the boat the people dont have any arrows so i end up killing the wrong people any help????

Rico is the only Cuban and he's the one driving the boat you're on. EVERYBODY else, you kill. I STRONGLY recommend the Minigun. If you don't have one, grab enough hidden packages to get one at your hideouts. If you don't feel like doing that, complete the Malibu missions and then complete Phil's missions.

Aim for the headshots and try to blow up each boat in less than a 10 secs.

I recommend using the Spas shotgun.

use the rocket launcher, and blast both launches. then use the M4 to take out everyone near the docks, then the sniper rifle to take care of the dudes in and around the house. I had a tank parked in the garage of the mansion, which made it super easy to get back to umberto. You lose the tank, so if you can handle using a normal car/truck then go for it

Don't use the dinghy when you're trying to escape. There will be police boats and you will probably die. Since you're on Starfish Island, it's easy to get a fast car and escape.
