I was exploring the SF garage @ ground level, and noticed that it's possible to import cars. and you can easily locate the car by looking at the crane.

Basically, you start inside the restaurant, shooting sh*t up. After that, you go down and onto whats supposed to be the "final showdown" area... (please note if you kill the guy with the arrow on his head, but leave some people alive, this mission does NOT end... everyone's gotta die)

All I know is that I saw a bunch of videos and stuff of people doing it that way. One of the videos involves first showing the maximum height flying up and normal. Then he flew sideways and cleared a sky-scraper, easily. All I can say is try it normal. If it doesn't work, use a Gameshark, or an Action Replay (I prefer Action Replay because you get more cheat options, and it is more reliable).

I know the Liberty thing has all been worked out now, but I'd like to see if it all ties together and Liberty is only visible in the same Hell/World/Universe as the garage interior. | i flew through black hell from the gym, to number 8, and entered it, just like when you are heading for LC. when you're in the warehouse, you may fly directly to the spot where the garage is. when you get there, you'll see that all the gates into the garage are open, but you can only go through one of them. it's the one on your right, when looking at the garage from the train station

Yes, L2/R2 is the fastest way of gaining altitude, and presumably staying at it, compared to the R1 way of gaining height.

carpetdweller, in one of your pics in your gallery, you're inside that new garage. Also, for the city planning lobby. Where did you find a spot to get in? Also, I've tried the L2/R2 method around LC, but as I got further from the safe area, I still seemed to drop... a few pics though:   Also, I found a barn outside of the limits by entering marker 2, then flying there. | Pexeq says how to get in the Planning Dept on page 5 of this thread. I'd of never found it on my own.
Here's my version:Imagine you are inside the lobby with the desk in front and the doors behind. About halfway along (to the left) is a door which leads to a short hallway which then leads to the first flight of stairs. The 'weak wall' is part of the ceiling (and maybe some wall) between the door and the stairs. I think it may even be a different colour from the rest of the hallway. [just checked and you can see the doorway just peeking from behind the right pillar in my pic] The large garage is fairly simple:one of the main walls is set further into the building than the glass roof (it might be the back wall). Go around there and get to the point where the wall is still in front of you but the roof is above you. You can then fly up and over the wall into the main building. This can be a little confusing because of the reflections. [EDIT: I got that a bit wrong. Here's how I JUST got in:If you look inside the large garage you may notice that the eastern wall (opposite the doors) is supposed to have a couple of extra rooms forming a slight L shape. There are no rooms there but it does mean that the glass roof goes back further than the room's 'front' wall. If you approach from the east you can enter through the floor 'into' these rooms. Hover up and onto the flat roof of the right room. It is now safe to take off the jetpack, walk forward and drop down into the main garage. ---EDIT ENDS]This is all from memory, so if that wasn't clear enough (or just plain wrong) then I'll try to get pictures. Looking forward to seeing this barn. (that's something I thought I'd never say) BTW: just tried getting to LC by going as high as possible and strafing. Got where the map says it should be but no sign, so I guess i'm still too low. muffins: Yes. you definitelycan with the help of some kind of cheats disc.
