After the mission Love & Bullets i went to portland to collect the money from capital auto sales when i saw a campaign rumpo standing outside the police station which was similar to O Donovan's rumpo. Can anyone explain this

Maybe the game was still generating them, I don't know.

It does sometimes happen, like I get Hellenbach GTs driving in Portland short while after finishing the car race mission

Kind of typical that the game spawns 'wrong' vehicles for a short time even when not supposed to.

Well that van wasn't a 'wrong spawn'. It was meant to appear in at least two locations during the supposed election time in the game. It's a missable special van.
