Hello, here is a list of all the cheats/unlockables in Grand Theft Auto: Advance. NOTE: In order for cheats to work, you must activate cheat mode, which is done by pressing A + B + Start, whilst PLAYING.

Police Bribes at Hideout	Complete 10 Vigilante Missions to get one police bribe at your hideout. Complete 20 on each island to get six police bribes at your hideout.
Handgun	Collect 10 packages
Uzi	collect 20 packages
body armor	Collect 30 packages
shotgun	Collect 40 packages
molotovs	Collect 60 packages
grenades	collect 50 packages
assault rifle	Collect 70 packages
minigun	Collect 80 packages
rocket launcher	Collect 90 packages
$1,000,000	100 packages
Flame Thrower	Finish 20 Fire Truck missions on each island
Health Pickup (At hideout)	Finish 9 paramedic missions
F-1 Racer (Vehicle)	Finish all 18 race missions. The racer will show up at (82, 19), on the last island.
Borg nine Taxi	Finish 50 Taxi missions and it will appear at your Portland hideout.

May be a little unorganized, but I hope it helps!
