The only fix for this problem is to reinstall the vc++ libraries found on the game disk.

Hi! I have also Windows 7 64 bit and I had the same problem, but now game works - I have just installed patch from here:
patch

I have also removed all C++ runtimes, but it doesn't work until I have installed this patch smile.gif

I bought a copy of GTA IV off of steam and I'm still getting this issue. Should I just try calling customer support? I tried all recommendations in this thread and none worked

Please post the REQUIRED information from the Pinned Troubleshooting topic, as posted by Justin(A Moderator):
What is your Processor?
What is the Processor Speed?
What is the Ram?
What is the Video card?
What is the vram?
How much dedicated vram?
What is the Sound card?
What is the OS?
Do you have the latest SP for the OS-ie. SP3 for XP, SP2 for Vista, and SP1 for 7?
Any mods or trainers?
Any Daemon tools or the like installed on PC?-these can cause problems with games.

Is this the Retail(DVD) version OR a Downloaded version?
If Downloaded, from where?
If Retail, Is this the Original DVD OR a Copy of the DVD OR a No-DVD crack?

This will help people fix the problem...Please read and utilize the Pinned topics in the future..Thanks

Edit: Didn't see that this was an old topic that had been bumped-I should have looked at the date, but since it was one of the first topics, I thought is was a new one? confused.gif

Have you reinstalled the vc++ libraries from the game disk? The file should be called vc_setup.exe in the redistributables folder.

I tried everything too. I just tried uninstalling and reinstalling the Microsoft Visual C++ 2005 Redistributables but still same thing. Right now I click on The GTA IV Launch icon (which has the Microsoft shield in front of it now, tried both running as Admin and not - neither helped), the social club sign in box pops up and I sign in. It says "Successfully signed in" and disappears. Then nothing happens. No spinning wheel or anything. Sometimes an hourglass pops up next to the cursor for a split second but nothing loads. I used to get the same "SecuLauncher failed to lstart application" error but I've been monkeying-around for a while and I'm not sure what changed that -- maybe reinstalling it took that away. Yet it still doesn't load at all.

Specs:

Windows 7 Home Premium 64 bit
Processor: Intel Pentium CPU B940 @ 2.0 GHz
Memory: 4096 MB RAM
Graphics Card: Intel HD Graphics Family (doesn't specify further)
Graphic Memory: 1696 MB

I wasn't completely sure if I could run the game on this rig but it was only 5 bucks on Amazon direct download so I decided to give it a try.

I've run the program and setup in Windows XP SP3.

I also uninstalled Daemon Tools Lite which I had.

That PC is on the borderline of specification. It may refuse to run completely. You can try using patch 1.0.4.0. or 1.0.1.0.

Yeah I already ran the patches. I just figured the program would at least load and maybe lag but damn. Thanks for the help mkey.

There are variations on how the game reacts to Intel graphics. It may very well be possible you have a problem with something else. Make sure your PC is clean and in a good working condition. Also try using GFWL update, it may bypass some possible problems.

Q: How did I fixed It?
A: I saw that My GTA IV.exe was in compatibility Mode whereas My LaunchGTAIV.exe was not.So I removed the compatibility mode of GTA IV.exe and its working now.

where do you find where the compatibility mode is for the launch.exe?

i'm having the same problem myself

So I have recently installed a car Mod and after i followed instructions on how to install the Car mod my game would not open like I would click to open it opened real fast then closed, so i need assistance Asap.

I fixed that error by doing this:
1. Open your GTA IV folder;
2. Right click on GTA IV application -> Properties -> Compatibility;
3. Uncheck "Run this program in compatibility mode for:";
This fixed my error, but I don't know if it will fix yours. Hope this helps.

i was also facing the same problem.
problem is solved now( 100% working)

1. go to c:\windows\system32
2. make sure you have xlive.dll (if not download it)
3. rename it to xlivestart.dll
4. now run game
it may show " xlive.dll" not found
5. Now install xlive (you should have in GTA IV redist or Redistributables, if not download it)
6. Make sure c:\windows\system32 contain both xlivestart.dll and xlive.dll

RUN game and enjoy
