I don't know why they decided to make it un-enterable in VCS. That was the most disappointing thing in VCS IMO.

It's because, there had to be balance between VCS and VC..

VCS has like 100 interiors accessible from the start of the game, which VC only have like 10-15 of them.. Featuring all interiors from VC in VCS would kill VC's charm. They simply gave you a reason to still play VC for something. In this situation, its the Malibu Club. That's how it works..

Unfortunately, you cant feel this with LCS and GTAIII. LCS is far more enhanced than GTAIII, and there is no balance between them. (Except for Texture and Cutscene quality in III.)
