I mean let's be real if you come across a shootout in real life and you decide to hop in and start poppin' off shots you're probably not going to be given a medal for it. In most cases, the cops would be pretty shocked and maybe even pissed. Of course there's also a chance you'll save an officer's life and become a hero, so it can go both ways.
I'd like to see it come back in a very carefully controlled manner, i.e., hover crosshairs over a police officer and click L3, and you're good to go as long as you only fight people who are posing a direct threat to the officer.

Certain criminal side missions won't be available anymore until you get your criminal rep back up, but maybe you can do more work for the police.

If i can't remember clearly, GTA: Vice city had one long time ago. I would like to see that in GTAV and a great idea as well. |
GTA VCS had it, When you shoot the person the cops were after you would get a $50 Good Citizen reward.
Edit: The Person Above me has more info. |
Maybe because hit a criminal was good until the 80's but now it's bad nowadays (which is true and pathetic...)? Think about it...

| It would be nice, I would hope that we can help police, or just random peds for that matter.

a fairly simple system would make this possible.
when an NPC attacks somone (including the player) with less-lethal force, damages property or runs from a police officer they will appear as an orange marker on your map, this allows you to use less-lethal force (bare hands, pepper spray, nightstick, tazer, etc...) to incapacitate/ repel them without getting a wanted level.
when an NPC attacks somone (including the player) with lethal force they will appear as a red marker on your map, this allows you to use lethal force in order to incapacitate or kill them without getting a wanted level.
when you help a police officer using the appropriate level of force, less-lethal force against those marked in orange and either less-lethal or lethal force against those marked in red, you will be thanked by the police and gain honor.
