I don't know if you are aware, but I actually created this same topic on the GTA IV section a good few months back. I had stated the very same thing that you are saying. I too noticed that the graphics for the PS3 version of GTA IV: The Complete Edition looked slightly better than the original (2008) GTA IV game itself. The reduced blurriness in the background was one thing I definitely noticed in the PS3 Complete Edition, and the graphics in general looked a bit more sharper and polished than the original 2008 version.
However there were a number other guys that commented in my topic that disagreed with me, saying that my claims were nonesense and I was just seeing things, and how the two versions looked exactly the same with no real difference. They also stated that I was experiencing the 'placebo effect'. I tried telling them several times that there is a difference, as I had both versions to compare for myself so I knew what I was talking about. In the end I just gave up and did'nt bother with them. There were also many guys in my topic that did agree me with aswell though. I'm glad you can see this - now the rest of those fools can see that I was not exactly making this up or 'seeing things' like they stated.
The Complete Edition of GTA IV definitely looks better than the original 2008 version of GTA IV, there is no doubt about that. If you are bringing up this topic for a second time on here months after I first did it, thats certainly saying something.

I do not see the flicker filter but that is only because I am playing this on an HDTV. I did, however, play on my SDTV and yes the flicker filter was there and it did make a difference when it was turned off.

I did not see your topic on this. But I too am also glad you see this! Whoever was disagreeing with you, they probably didn't even own that version of the game. It was one of the first things I noticed when I got it yesterday | Yeah man, I had these fools disagreeing with me, and yet I own both versions to check and see the differences myself ! I got the GTA IV: Complete Edition for my PS3 because I wanted all 3 games on one disc, I did'nt like the swapping of discs. I traded in my GTA IV: Episodes for the Complete Edition but I still kept the original 2008 GTA IV copy (my brother has that one for his own PS3 now). There definitely is a difference, I noticed that straight away as soon as I first played the Complete Edition when I bought it. The Complete Edition just looks better than the original, end of. I've recently played all 3 games over again and completed them so I know what I'm talking about.
