These are unaffected by enbseries settings and look quite the same in vanilla.
By reducing of Depth Fx: Near and Far (from timecyc.dat, Visual effect section), straight make them "0". If you want more bloom on certain light signs, then reduce "min" from "Luminosity" but be carefully here from overbright.

there are Glow lights size and Lights sprite size in other parameters that affect bloom , but i just can't ever remember which one of the two it is . and can't tell with ENB , don't have such mods myself
Yeah, it doesn't seem like any of these make any difference. I think some glows might just be polygonal - actual models of effects - within the game. You can see the same glow coming off the cola sign in Star Junction.

I think you misunderstand; the sign bloom that I'm talking about is in GTA IV with or without ENB...
