Seriously...? I was playing GTA IV when I was driving on the highway. I see a police roadblock, but I had no stars. I walked right past the police roadblock to attempt getting another vehicle. Right when I walk past it one of the cops points his gun straight at me and I instantly gain 6 stars. I'm shot dead in about 4 secs. Anybody seen this before?

Uh... you have to do the missions to unlock that city, you just can't go there without doing the mission with Playboy X and Johnny before...

And if i recall, it's blocked because of ''terorrist attemps''.

Except that it is posted in the BoGT forum, there shouldn't be any roadblocks or automatic 6* areas in BoGT.
