Press f10 on startup (can be f11 or f12 mine is f10) and you have all the settings. But if your pc is from a big brand like hp, dell, sony, etc. they probably blocked the overclocking.

I'm sorry, but what's the use of OCing a dual core e2160 from 1.8GHz? It won't make much of a difference, only increasing temps, which may fry the CPU.

If you really want better performance, then get a new PC.

If you need to come here asking how to do that, you really shouldn't be attempting to overclock. Furthermore, overclocking isn't going to help much since your PC is pretty weak.

It's only risky because you have absolutely no idea on what you are doing, once you grow a brain you can try it.
Also it will not help at all.

What CPU cooler do you even have? I would never overclock on a stock cooler and I think I remember you saying that you had temperature problems.

Anyway if you must...

Your motherboard is crap and therefore prevents overclocking from the BIOS. Probably that simple.

Judging by what I've read thus far, I'm guessing you have an OEM motherboard, CPU, heatsink, and case.

I'm assuming the clocks are locked on your OEM BIOS. There are ways around this, but for the sake of your PC I'm not going to explain them to you. You risk every piece of hardware in your system, and possibly burning your house down. All for maybe a 1-5% increase in performance. Not worth it.

If you overclock your CPU, you will fry something.

End of story.
