No there are no cheats to refuel the Skimmer. However, if you are running out of fuel you are probably going a much longer route than you actually need. I suggest you go to Viceport first and then work your way north. That way you shouldn't need to use more than half the fuel available.

Even on my first Gameplay on Vice City (I used to use cheats),
I only had around 3 or 4 tries then on 4th or 5th try I made it, It was pretty easy,
