GTA IV san andreas: There's no traffic or peds

Crackhead Group: Members Joined: May 27, 2012	I downloaded and installed GTA IV SA (beta 3) and I notice that there's no cars or peds anywhere. I watched some videos and saw that there is supposed to be traffic. Is there a way to fix this without reinstalling the game?
