 Game freezes when I enter a vehicle

 And now I can't re-install it

I've downloaded the last save file from the Chain Game thread, loaded it and entered a PCJ-600 that was parked in the garage at Hyman Condo(where the game was saved). The game froze and I had to use Ctrl+Alt+Delete. I removed that save file and loaded one of my own saves. However this didn't solve the problem. Every time I entered a vehicle, the game froze for 1 or 2 minutes. However this didn't happen when I entered a car that I had previously already entered and exited. I didn't try deleting the gta_vc.set file.
I eventually decided to re-install the game. I uninstalled it and used CCleaner. When I tried to install GTA:VC again, the installation process didn't progress at all, no matter how long I waited.
And one more thing: before the problems described above occurred, Vice City took too long to load. I mean, the box art stayed on the screen for an abnormally long time before the menu showed up. For some reason however, this is also happening to my other games, such as GTA:SA. However, San Andreas generally works well on my PC; so does GTA3.
Any help will be appreciated.

Is it an Unhandled Exception error? Possibly at address c0000005?

I had that quite some time ago but the only thing that would make it work for me was reinstalling the game.

No. I've never had such an error. I think you misunderstood my first post. When I entered a vehicle, the game froze for one or two minutes, then continued working as usual. I uninstalled it, then I tried to install it again. Unfortunately, the installation process made no progress at all; it stalled at 1%. I don't know why.
Here's some information I forgot to mention in the first post:
--it's an original copy of the game, on two CDs;
--I've never used any mods or trainers for Vice City;
--the CDs are in good condition;
--System specs:
-operating system: Windows XP Pro SP3;
-processor: Intel Dual Core 2.5 GHz;
-2 GB of RAM;
-graphics card: ATI Radeon HD 4650.
