Niko is taller than Johnny in the cutscenes of my game.

Maybe it's different in the PC. Or one of the console systems is different from the PC and the other console.

Ray is definitely taller than either Niko or Johnny. Ray is a giant when compared to Johnny, but the height difference is less prominent between Ray and Niko.

I've been studying the heights of the characters for my Top Trumps profiles (which can be see here). I've listed Johnny as 5' 11", the same as I've listed Niko. In the top trumps the heights of all the characters are different to the ones I said two posts above.

The reason I put Johnny and Niko at the same height was because Johnny looks taller than Niko in Blow Your Cover/Buyer's Market cutscene but shorter in Museum Piece/Collector's Item. Johnny looks like he has great posture in the cutscenes though (although it's terrible in TLAD gameplay), whilst Niko's isn't as good.

why dont get gta eflc for the pc (all the character models are updates) and spawn them all next to a vehicle, or something, and count whos the tallest?

Because the cutscene heights are the "real" heights. All characters are around if not the same height in gameplay. For example, Packie is under Niko's nose when they stand together in a cutscene but in gameplay their the same.

laugh all you want, in-game all the male characters in GTAIV Are the same height.

They're the same height so they can share animation assets. Johnny and Luis have some unique animations so they seem like different characters but most of the "action" animations are reused from Niko -- you think they're going to waste the smaller DLC budget re-doing the motion capture for buying a soda? Keeping the bodies the same size makes sure the hands still line up with what they're supposed to be interacting with.

Johnny is much wider than niko so maybe his stockiness is the illusion of appearing shorter

I reckon Johnny Kelbitz is the same height as Niko. That way, Rockstar doesn't need to re-do all of the character animations. Although Johnny is more stockier than Niko, which can at times give the illusion he is smaller than Niko.
