Can you start Ray's missions before you finish Asuka's first round of missions?

Yes you can...Once you have done Pay Day for Ray Ray's missions unlock

Yes, all of them can be finished. However, if you want to play it that way, you will have to complete "Marked Man", and "Two-Faced Tanner" after that, before you complete "Grand Theft Aero". Otherwise "Grand Theft Aero" will seal the "Two-Faced Tanner" mission, and you won't be able to get 100%

Just as above, plus to add,
I suggest you to Finish Asuka's First Round if missions first, then start Ray's,
since there is only 1 Mission Left, Two Faced-Tanner, after you unlock ray, but that mission is Incredibly easy, just get M60 ammo and you can do it in 2 minutes. You should also complete all Kenji's Mission before Waka-Gashira Wipeout because the Kenji's Missions will seal, and once again, you wont be able to pass the game 100%.

After reading the responses, I know Im gonna get killed for this question but oh well lol. I am having way more trouble than I should with the Two Faced Tanner mission. Where do I get M60 ammo? I cant get this mission done at all. All help is welcome. Thanks

I think you mean M16, take a look here for its locations. Otherwise you can post in the Save N Play topic and we can do it for you.

After completing Ray's second mission "Arms Shortage", you can buy the shotgun, M16, and the rocket launcher from Phil's Army Surplus in North Staunton. Not sure where else it could be.
