Well, this has been taken to PM. But I figured I might as post this here in case someone else was curious as how to do it. Here's the PM I sent to bat89 (to save me typing it out again or editing it - yeah I know, I'm lazy. I'm not sure if it's as easy as doing it automatically, but it isn't hard either - I mean, hey, even I can do it .
Alrighty, first off, after re-reading your post, I'm pretty sure that you want to replace the engine sounds for vehicles. These sounds are stored in the SFX.RAW archive in your VC\audio or GTA3\audio folders. SFX.SDT also accompanies it - think of it as an index/reference of each of the files in SFX.RAW.
To open up SFX.RAW and gain access to the files, you'll need to do the following. First of all - BACK IT UP! This is the most important step in any modding endeavour . Just copy SFX.RAW and SFX.SDT to another part of your hard-drive.
Then, I'd suggest making a new folder inside your VC\audio folder (or GTA3 if those are the sounds you wish to edit) - call it SFX. Move SFX.RAW and SFX.SDT (the originals from your VC\audio folder) into it.
Next, you'll need to grab yourself a copy of Nullpointer's Tool in order to access the SFX archive. The tool itself is easy to use - read the readme for detailed instructions, but I'll take you through the basics :
- Extract the RAR file (grab WinRAR if you don't have it already) into your new SFX folder
- Right click on SFX.RAW and go to Properties. In the Properties window, ensure that the Read Only box is NOT ticked. Do the same for SFX.SDT
- Now, for the actual extraction of SFX.RAW - simply double click on audext.exe and wait until the window disappears. Depending on how fast your PC is, this can take several minutes
- When the window has disappeared, you'll see that you've now got a series of SFX files in your SFX folder - sfx00000.wav through to sfx09940.wav for VC, and sfx00000.wav through to sfx03031.wav for GTA3.
- Now you can replace the engine sounds with your custom ones - check out this guide for what each SFX wav actually is. In VC, the car engine sounds are 268-278, 288-298, and 383-415. In GTA3 they are 284-291, 294-301, and 345-368. Obviously you'll have to rename your engine sounds according to the SFX numbers
- Once you've got what sounds you want in, it's time to recompile the archive - to do this, simply run audimp.exe (in the SFX folder) and wait until the window disappears
- Move SFX.RAW and SFX.SDT from your SFX folder back into your VC\audio or GTA3\audio folder
- You can now delete the SFX folder you created
- Done! Enjoy

If for some reason, the game crashes after doing that, there's likely to be two reasons that I can think of. Firstly, you might have deleted one of the sfx*****.wav files - the game will still reference it, and if the file is not in SFX.RAW, the game will crash. So if you do delete any files, make sure you stick new ones in .
The only other potential problem might be in the format of your wav files - the ones that R* uses by default are all mono, 16bit with low sample rates. So if you experience problems with the sounds in-game, you might have to edit the wavs you've created with a sound editor. If you do have to do this, then you'll need to repeat the steps above to gain access to your wavs again, edit them, and then recompile the archive.
Now, in doing this, you'll see that the car SFX wavs are applied to groups of cars, and not just an individual car. You can actually swap a car into another group, but the swap will affect another car as well. So, say you wanted the cheetah to have a V8 sounding engine, but you wanted the stinger to still sound as it normally does, then you'd have to swap one of them with a vehicle in a different slot - if you're interested in doing this, I can explain it to you (it's pretty simple as well) - just let me know.

That pretty much covers everything. The car swapping I refer to is simply swapping the cars in the default.ide - as I said, if you're interested, post here and me or someone else will explain it to you in more detail  .

Hey, I'm running Windows 7 Ultimate x64 SP1 and I was facing the EXACT same issue. Mouse would be recognized in the menu(although I COULD NOT CLICK) and it wouldn't work at all while in game. I went to the gta_vc.exe properties and clicked the Compatibility tab. Run in Compatibility mode with Windows XP SP2. Then check: Run as Administrator and Disable Visual Themes. Also erase gta_vc.set from "Documents->GTA Vice City User Files". Then enter the game and reconfigure it (especially the resolution  ) AND IT SHOULD WORK PROPERLY. One more thing though: IF YOU HAPPEN TO EXPERIENCE THE FOLLOWING ISSUE, CHECK THE SOLUTON OUT: While in game, enter a car and drive a little, then enter Rear-Driving mode and see if the car moves. If your car does NOT move (although the White Rear Lamps DO light up) THIS IS WHAT YOU NEED TO DO: ENABLE FRAME LIMITER (yes, it's dumb, but that's the issue - trust me, I tried disabling it since the 2GB GPU can easily run the game, but it seems there's no workaround for the rear-driving issue in VC except enabling the Frame Limiter)
