Not really, fairly standard all year round, sometimes just before new card releases some prices drop, but nut always.

Christmas and Black Friday
If there is one thing in particular you want then you'll want to pay attention to that piece of hardware press release and release date. Like when a new CPU gets released some places will start to drop the price of the older CPUs of that line to make room for the newer ones.

yeah because it is getting about time to upgrade my pc but, I am not gonna have as much time to play video games because I only got 1 year left of high school and when I go to college I wont be able to play as many games. On the other hand I might just get rid of my pc and just buy a laptop and only play xbox.

Cheap and not outdated? I would say August. I watch the pricelists in my country (Austria) and I came to the conclusion that August and early-mid September are the best times to buy computer hardware. The prices are on the lowest point in these months. New graphic cards (Radeon HD8000 & GeForce GTX700 series) will be released on the end of this year or early next year. The new CPU generation of Intel (Codename: Haswell) will be release in the first ahlf year of 2013.
