 Bad Performance ATI Radeon HD 6950 2gb in GTAIV

Hi guys I realise GTA IV is by now not a new game and forum popularity is dieing down especially in Tech/Performance sections like these but recently I upgraded my ATI Radeon HD 5750 to a ATI Radeon HD 6950 and let me just say the 6950 is spectacular for me vs the 5750 in all games I've played so far ( bf3,,SMNC,Tf2,etc ) except GTA IV /:
To get to the point before I upgraded to the 6950 2gb my 5750 could play GTA IV on the settings of what I can remember.

Resolution: 1600*900
Textures High
Water High
Shadows off
Reflection High
Anti Aliasing x2
View distance 24
Detail distance 31
Vehicle Density 51
Definition On
Vsync On

And the fps would range 40-56, 56 being the cap for some reason.
Now thinking oh boy I can definitely get better settings out on GTA IV with my 6950 I was proved wrong.

With the same settings I still get 40-56 fps which is of course very very weird... and If I even touch a setting like shadows to even low the fps kills itself with 30-56...
So I think this is strange now since I know this 6950 can perform well as it does BF3 on Ultra with msaa off with 40-60 fps for a single example...

My Pc Specs are
I7 870 2.93GHZ
8gb Ram
1TB Hardrive
ATI Radeon HD 6950 2gb

Can anyone help with this problem?

GTA IV is very CPU dependant, and even though yours is very fast, it still won't cut it for higher settings.
As for the shadows, the shadows are very heavy and take away a lot of performance.

There's not much you can do, I guess.
Are you already using commandline?
And what patch are you using? If you're using patch 7, reinstall the game and use patch 4 as that one is the best one performance-wise.
But if you're still using patch 7, turn off Night Shadows as those kill performance a lot and they are ugly anyway.
Also, turning off Definition makes it look smoother, if you'd ask me.

Refer to my topic for some tips regarding Performance. They will help you a lot. I don't see any problem if it is set on High. Only thing which you shouldn't use is ENB. Other than that, don't install any heavy mods. They are a load to the game.

set vehicles to 1 and maybe disable hyperthreading (for the game) and see how that does. that is assuming you have patched the game and updated all drives for devices within device manager.

Usually after the upgrade people forget to completely uninstall their GPU drivers and install a fresh batch from the AMD site.
