What about New Orleans? That city was known for wild life, crazy parties, voodoo. Not to mention the best mixed American accent ever. Plus you could have mini games where you play in a jazz band

It's an interesting concept but the music on the radio would be way too old, the car's wouldn't be fast enough, and can you imagine the racism? Los Santos would be the pudding bowl of the KKK.
