I know many people who don't use cheats because they think it will somehow hurt their game. Is this true at all (even minor glitches/slowed frame rate)? I don't see how it would, because R* purposely added the cheats for us to use...

I use PS3 if that makes a difference.

Not at all. Only mods can harm performance, but not in-game cheats.

I remember in older GTA games you had to be careful when saving with certain cheats active.... However this is no longer an issue thankfully!

Yeah like riot and pedestrians have weapons, LOL. I accidentally did that and attempted to finish the story that way...doesn't work so well.

nope caan never harm your game can enhance though

No in game cheat can affect your gameplay, but you won't receive certain achievements

for example the Health and Armor cheat blocks the "Finish Him" achievement
the decrease wanted level blocks the "Walked Free" achievement
Stuff like that happen when you cheat but the above happen in PC I don't know for other consoles.

Some cheats don't allow you to get certain achievements.

I just saved two of the save profile, that way when i want to screw around on the game with cheat's i use one and when i want to play and acheave i play on the other.
