This mod seems excellent; however, it doesn't work for me.
My situation: the script loads. There are no errors reported in the log files. However, when I see the text to select missions and scroll through using the ',' and '.' keys then select 'm', nothing happens. Changing the keybinds in the .ini file or trying other keys (e.g., 'j', 'n', or 'i') fails to initiate any missions. Additionally, a '$' icon randomly appears and I cannot determine exactly how (or if) I cause that to happen - approaching this NPC just provides a further series of options (e.g., 'Enforcement'), yet pressing 'm' initiates nothing. Strangely, I can shoot this '$' NPC, then collect a reward upon 'escaping'. This all makes no sense to me. My mod does not crash; it just doesn't do anything but provide [useless] options.
All files are in the correct location according to the install guide. I run GTA:IV v1.0.7.0 (not TLaD, or TBoGT) on W7 64-Bit, with no graphical driver issues or hardware issues. I use the most up-to-date HazX Scripthook, .asi loader (not XLiveLess but Aru's plug-in), and use a series of other scripts without problems.
Can anyone please explain what I am doing wrong? This mod seems excellent, yet at present makes no sense/offers me no functionality. Thank you.

First, try holding down the select key, instead of just pressing it. The mod often won't detect a brief key press, and sometimes it doesn't detect it when the key is held down either. Give it several tries.
Second, just some explanation: the NPC marked with a $ is your 'contact'. He appears near your position at random times. You can buy things from him, like weapons, health, and vehicles. Shooting at him or hitting him with a vehicle triggers the special mission that you described.
While you're on a mission, the mission select key calls for backup. The next/previous keys cancel the mission.

Thank you for your reply; I appreciate you taking the time to help me. I tapped the select key, and I also held the select key (from 2 seconds to as much as 10 seconds, by which time the on-screen text had disappeared!), both to no avail. This was true with default and modified key binds. I have no idea why this is; it seems to be a problem for some others posting in this forum, but the mod itself does 'work' (e.g., it's installed, it loads, & the game recognises the script's presence). Ah, thank you; I wondered what s/he was all about. I guess attacking the '$' contact was the secret muggers mission mentioned in the readme. I couldn't actually interact with this NPC in any way though. Yeah, I'm aware that those keys cancel missions, but since I never knowingly started a mission, I didn't knowingly cancel a mission either, haha! Perhaps someone could upload a YouTube video of how this mod looks when it works in-game (e.g., showing what happens when the script actually recognises a key press and starts a mission/cancels one)?
