 Texture Problems - Any working fixes?

So guys, As description,
I've been playing GTA4 Lately and I get this horrible texture pop-in after around 5 minutes of gameplay on it.
My specs are high enough and the "Can you run it" website says I am able to run the game on High settings with minimal hits to FPS.

I'll get 50+ fps indoors and around 40ish outdoors which is good, But I always seem to get this stupid texture pop in problem all the time and it really takes away any enjoyment I'm likely to have while playing the campaign through.

I did a search and found many topics but I couldn't really see nothing I could take away to help solve my issue.


For those of you who would need some additional info.

CPU = AMD Phenom II 940 Black edition @ Stock clocks - 3Ghz Quad
GPU = Sapphire HD 6950 2GB Dirt 3 edition @ Stock clocks
Windows 7 X64 SP1 fully up to date
8GB Ram

Mods
ultimate_vehicle_pack_v9_GPMDL
GTA4 Better City Textures By 0hiena0
icenhancer 2.1
GTAIV simple native trainer

GTA fully patched on steam to 1.0.7.0

Hopefully some of you guys have experience in this issue and how to fix it, I'd appreciate the help lads.

looks like a too huge game workload . how big is your vehicles.img file . GTA just can't load too many high res textures at the same time
