Is there any workaround available for this in windows 7, or do we know what exactly in Windows 7 is preventing it from working?

To answer the question you were probably asking (also see .Net scripthook topic):
IIRC HazardX couldn't get the phone-number binds to work in a stable manner for v1070 (or perhaps 1040). This feature was holding back the release of the new .Net scripthook version, so he decided to just disable it and release a new version. (good call IMHO)
