gtabwoy | No, you can't shoot him down yet. It's advisable to stay as far as you can in case Dimitri gets you with a rocket. As soon as you get control, get as high as you can without losing sight of Dimitri's helicopter (using the focus button (B for Xbox360) helps with this) and just follow him around. Eventually, Niko will congratulate Little Jacob on hitting Dimitri's helicopter (even if you don't see him fire). A few seconds later, Dimitri will fire a rocket that you can't avoid. Don't worry, you're about to do the last bit of the mission.

I feel under the circumstances that anyone who has stumbled on this thread by accident may not entirely understand what we're all talking about so I'll explain. In the final mission of GTA-IV (one of two alternatives) in this case, ''A Revengers Tragedy'' Niko Bellic is directed to visit an abandoned casino in the far northern part of Alderney where he encounters two of the primary characters, one of which is Dimitri. After Niko has successfully stormed the casino parking lot and taken down a bunch of gangsters inside one of the ruined buildings he heads into a darkened section of the ruins and a cut-scene plays out in which we see Dimitri and the other character engaged in a short vicious confrontation. The moment this ends, the player is given control of Niko back wherein you should head straight for the wooden steps and choose the left-hand side, proceeding up them (since the gameplay has numerous trigger-points you do not have to worry about losing track of Dimitri).
Throwing the door open you will see Dimitri and several gangsters - it does not matter if you aim and actually nail Dimitri right there and then, the game will NOT let you kill him, but his men are open season. Be advised that as well as the men directly in front of you, there are a small group of them on an adjoining rooftop to your immediate right who will be gunning for you also. once you have taken them out (assuming you slow to do this) slide down the ladder, and immediately give pursuit. You will see Dimitri making good his escape in a helicopter ... but waiting at the dock will be a vessel. Climb in and as best as can be achieved, give chase. Following at a distance, Dimitri will send down RPG's which you should be able to avoid, but keep an eye open for a N.O.O.S.E. gunship as it comes in as it is manned by Little Jacob and it will now become necessary for you to get the boat you are in command of UNDER it so you can 'leap' into the helicopter.
Once on board the N.O.O.S.E. helicopter you give chase to Dimitri as he flies a steady course out and over the East River and then he bears hard right and begins a gradual approach towards the Broker Bridge, at times at relatively low altitude. You do not need to do much at this point, simply keep up with him and try to avoid being hit by RPG fire. As you get in the vicinity of the Broker Bridge or possibly over the western end of the bridge, immediately before downtown Algonquin, your copter WILL be hit and begin to spiral out of control (but not before Little Jacob nails Dimitri too with an RPG and he begins to go down). It is up to you to fight the controls as you still have some degree of control over it. Direct it over any buildings that are in your way and make for Happiness Island. When you get close enough to the island a cut-scene will trigger in which you see your N.O.O.S.E. copter spiraling down to a safe landing - wherein it is time to go get the bad guy who has also made landfall there as well in his helicopter. Dimitri will give you quite a chase around the base of the Statue of Happiness, firing at you - as will any police officers who see you land - so if you have low health and no armor, do your best to protect yourself.
Hunt down Dimitri and ... well, the rest is for you to find out!
