Thinking of buying that from craigslist. Will it play GTA IV?

Short answer: yes

Pros:
• 800W psu will allow plenty of headroom for a potential gpu upgrade.

Cons:
• I'm assuming that's a Q6600 cpu, which is a bit long in the tooth, but still decent enough for most current gen games.
• It's on craigslist.

Q6600 at 2.4 GHz will play it at around 22fps and at 3.0GHz will play it at around 26fps from my experience with one.
It runs plenty of other games fine, though.

The graphics card isn't the greatest and will struggle with current games. It's a pretty outdated system too. Will likely only be good for gaming for another year or so. Unless you're getting a super good deal, might be better just to save your money and invest in a new system.

My old system was a Q6600@3GHz and an oc'd 8800 GTS 640MB and it IV ran at ~30fps at 1080p with low settings. The gpu is the greatest factor here and a 4870 2GB is quite a bit better than an 8800GTS.

And I'm assuming this system is rather cheap on craigslist, like under $200, to even bother considering it.

Yes for sure.

I have a Q6800 cpu 2.97Ghz over clocked to 3.76Ghz but I had been using a 8800GT that burnt out 5 weeks ago.

These specs still could play GTAIV.
