as we know, rockstar only added the "Water Quality", "Shadow Quality" and "Reflection Resolution" sliders in graphics menu in 1.0.2.0 update, so any idea i can change the graphics setting without having to update to 1.0.2.0 version?

There's no way that I know of. Why don't you want to update though?
