Okay i installed a car pack but decided i didnt like it and i backed up my files so i put the backups back in and my game loads fine but after i start the game and after the slideshow then the loading screen and it just keeps loading and never stops panic.gif panic.gif

Where have you got the game from? Have you bought it or downloaded it? If downloaded, from where?
Most probably the mod data has been saved in the settings and something got messed up when you want to go back to normal, that's why I'd suggest you to remove your game settings.

If that doesn't work, try to do a re-install of the game.

Well, that probably means your disk is busted. Or the DVD drive has lost some sensitivity so it can't read the disk anymore.

Copy the content of the disc onto your hard drive and try reinstalling the game from there.

This is, of course, assuming that you've already tried deleting the game settings like miromiro has suggested before.

I tried that but then it said cant read data2.cab but the disk is fine i tried it on my friends computer and it installed fine

Do other discs work fine on your DVD-ROM drive? If not, then there might be something wrong with the drive itself.

Copy and paste both DVD contents to one folder, then try and install.

If that didn't work, then create and mount .iso files from the DVDs.

For the disk issue, it's not unheard of to have a disk that's readable in some drives but not the others.
DVD drives wear out, get clogged and have increasingly harder time reading (at first) some disks.

This other PC, is it connected over the network to your machine? Do you have an external drive or an USB flash stick with at least 16GB capacity?

i dont know if this means anything but i got my computer over the summer and no the other computer is not on the network and i have nothing big enough to transport the files. but i would like to know if i could connect it to the network since he uses the same internet as me and if transfering files would be faster since hes on the same internet as me

The network transfer speed depends on many factors, but it will probably be faster to transfer files from a distant HDD over the network then it would be to transfer them from a DVD drive. And yes, you should be able to transfer the installation files from both DVDs to your PC and then be able to install the game from the HDD. You will of course still need the DVD to be present in the drive for validation purposes, hopefully the disk is readable enough to not create problems in that regard.
