Did you copied main.scm, script.img and american.gxt into your game directory?
And did you replace the model files in gta3.img, andre.dff, andre.txd ?

Ingame an icon show the place to find King Kong
an icon of a blue head, normaly used for the Jizzy-missions
King Kong appears again and again on the big crossroad near the ammu shop in LS Downtown
