Great, I'm at 99.50% and I can't figure out what I have left to do. About 3 years ago I decided to go for 100%. One of the first things I did after completing the story, was to kill all the piegons. Needless to say after I did 199, I quit playing for a little while. I back tracked twice only to not find that little bugger, so I quit again. After some time after that, I decided to do everything else, or so I thought I did. When it came time to find that last pegion, I finally found it. Number 5, every time I must have looked on the wrong railing and/or I didnt pay close attention to where it was exactaly.

Well now I have no idea whats left. After looking at some of the checklists and what percentages give what, it appers that the only thing left is a random character. In my stats / score, it says that I have met 14 random characters. So it would lead me to assume that the one would dual encounter. I've been driving around aimlesly for a while to where the second and third encounters are. Not luck yet what so ever, and I'm sure that I have done them all. Would anyone know where to look to figure out what I'm missing? I'm on the ps3 platform if that helps any.

Pretty difficult to tell.
Besides, an easier way to check yourself in your game statistics.
Load your save, press pause, go to Stats and then Score. At Pool, Darts & Bowling wins you need to have at least 3 wins. One against each friend of yours, Packie, Little Jacob & Brucie.
Then, scroll down until Number of races won, where you need a number 9, since they're 9 races that you must win. You'll then have a list of all races and their times. Scroll down until QUB3D high score, which has to be above 10,950 points. At Vigilante levels done it has to be at least 20. At Most Wanted it must be 30. Pigeons exterminated has to be 200 while the Drug deliveries have to be 10. The number of Exotic exports done has to be 10, the cars sold for Stevie must be 30 and the random characters met must be 10 - please note that you need 14 in case you also met the characters that don't count for the 100% completions, who are: Jeff (3 missions), Ivan Bytchkov (1 mission), Cherise Glover (1 mission) & Clarence Little (1 mission).

Make note of the fact that Eddie Low's second encounter happens at a certain time (22:00 - 4:00 at night), as that may be what you are missing incase you are unaware.

-I will do them all and make sure I win, but I can't play pool with bruice. Can't call to arrange that and I even took him there after getting some food with no success.

Well I finally got it. While hanging out with friends, just doing one activity at a time, I stumbled across the random charaters, pathos. I have no idea why he never showed up all the times I drove by, but atleast he finally showed up. Thanks for the help though!
