Then why was he unbanned once? I guess the admins forgiven him and someone might have found him fishy and thus you guys aka Mods didn't know who unbanned him and you banned him again.

If you had multiple accounts that were banned for mod thief you can't say you didn't do it. Even if it trully was your Cousin, that your problem. You should know who uses your account.
