It appears that some keyboards may conflict with the event log in a way GTAIV only picks up on it.

Solution a: change the keyboard. If you have a wireless keyboard, try using a wired one
Solution b:

ATTENTION : solution b is not something you should do normally as it means disabling important system services. No permanent harm done, though, you can revert it easily

Open up a command prompt, input "msconfig.msc", go to services tab and find "windows even log" there (not the collector,) uncheck it, confirm and reboot. If that doesn't fix your GTA problem, follow the same procedure to revert the change.
Otherwise, if something strange in some point in time starts going on with your system, remember this change you made.

Not necessarily, 2Gb can be enough. I've recently upraded my brother's PC from 2GB to 4GB and while the GTA4 plays a bit smoother at times, there isn't a whole lot of difference. That's at least how it was in my case.

If GTAIV doesn't start leaking, 2GB should be just enough, with windows 7, provided you don't have 150 processes in the background.
More is obviously better and with current prices attainable.
