YES I VIEWED THE STICKY.

First off the option that does not give me stutters is -memrestrict 188743680. Problem with that is that I dont enjoy the low graphics considering I bought a $260 graphics card. For the past week Ive been trying to get rid of my stuttering by doing all the popular option such as disabling windows logs etc.

Heres my benchmark - (Although this was done with max settings I have tried it with even all minimum and medium settings with the same results of real ingame play and of course yes I did try with view distance on 0 and it has no effect, I also had different commands in my commandline.txt but those were of no help so like i said im now using the command posted in the R* sticky.
Currently with R* memrestrict Im flopping from 30-50fps mainly staying at 50fps except for the obvious times of moving the camera around quick, without it i was doing 75fps but the stutters obviously dropped me to 1fps every 3 seconds.

Video Mode: 1920 x 1080 (50 Hz)
Texture Quality: High
Texture Filter Quality: Highest
View Distance: 50
Detail Distance: 100

Hardware
Microsoft Windows 7 Ultimate
Service Pack 1
Video Adapter: AMD Radeon HD 6900 Series
Video Driver version: 8.17.10.1140
Audio Adapter: AMD HDMI Output (2- AMD High Definition Audio Device)
Intel® Core™ i3 CPU 550 @ 3.20GHz

Im not the best at building or even reading computer specs 100% since I recently found a interest in it, im learning so bare with me. Last thing I would like to mention is on the graphics menu, at maxed settings Im at 1400/2038 resources... so why stutters when I use the R* memrestricts for high end video cards (radeon 6950)
