Voice mods: how to?

Editing voices of pedestrians etc.

Player Hater Group: Members Joined: Jul 27, 2012	Hi, I was wondering if it was possible to replace the voices in GTA 4 with ones I/we speak into a microphone or something? Using the local dialect would be so funny and cool... Also, imagine you downloaded let's say the French police and they yell at you in American English, then you might as well not change anything! It's just not the same Any help appreciated!
