textures loading slow, LOD's at low distance

Player Hater Group: Members Joined: Oct 17, 2012	I'm playing GTA IV on high, but the Textures are loading slow, sometimes they only show LOD textures, No difference from patch 1.0.4.0 or 1.0.7.0 most times textures start to flicker No hardware issue pc spec: I7 3840 LGA 2011 GEIL DDR3 1600 64GB Quad channel HD7870 2gb GHZ edition Running from a RAID SSD anyone know how to fix this ?
