At Toreno old crib you can find a Minigun, and also a Rocket Launcher.

Don't CHEAT!
HeAT Missile launchers:
At the San Fiero Airport (between the fuel tanks)
In the Pueblo on the hill above the Police Station (Barbara's HQ).
On the upper level of a Car Park building directly east of the Verdant Meadows Airdrome.
Mini-Guns:
On the San Fiero side (Anchor Pillar) building of the Railroad bridge.
In an underground car park North East of the Los Venturas Police station (near where the Railroad goes underground)
On a Construction scaffolding in the South East of Los Venturas.
During the Black Project mission in the labortory.
After Vertical Bird mission both are available in Toreno's Ranch.
