The GFC did hit around 2008 when GTA IV took place though.
I'm thinking the entire GTA IV saga (including EFLC) falls during autumn 2008 which would be perfectly reasonable for a 3 month time period. | In real life the U.S. bank bailout was signed into law October 8, 2008 which would make it a current or recent event in the timeframe of GTA IV, if it mattered, since the GTA universe is fictional and any resemblance to reality is whatever Rockstar wants. Since the in-game political advertising is at a high intensity level and never ends, it's reasonable to assume the election is November 4, 2008 and that canonically the story ends before then, no matter how many in-game days pass. This is not absolute since Liberty City State is fictional with unknown laws and may have runoff elections. The election might take place, be too close to call, and the candidates would continue to campaign for a runoff election on a future date.
