It's not that crazy, it's simple. In the GTA world... Imagine if Tommy wants to dis-credit Congressman Alex Shrub. He opens a bank account in Shrub"s name and donates money to places or people that Shrub would be against.
I got the idea from an episode of Burn Notice. | I don't think its that easy. Multiple people can have the same name, so unless there was proof that that person is the one who opened the account, that can't work. And you would need his I'D to open an account. You can't just walk in and open an account without them knowing you are who you say you are. So unless he has the persons ID it won't work. And he can't use an ID with somone else's picture.

I still think you should be able to deposit money and have a bank account, so you can avoid the huge fines later in the game. (Which stack up quick when you have a load of cash)

Like some people are saying, being able to rob banks would add so much replay value. In the game, The Godfather, robbing banks was the biggest reason I played the game so much after I finished it.
You could walk into the bank, scope it out, find out where all of the guards are, and then just start taking them out, blowing up the safe door, taking the money and getting into an awesome car chase with the cops. It would be like the mission in GTAIV but you could do it anytime.
I think it's something that GTA games have lacked in the past and should be added, and I will be very disappointed if it is not.

Plus, you don't hace to open a new account, just be able to access his current one. People choose easy passwords on their online bank accounts....
