[Your_Girlfriend]

I have this bug when all the textures are low quality even when I'm "standing" on them. You know how you see the world when you're flying over them. But not the cars. The cars are just fine.
Info: I've installed about 25 mods, some of them are HQ. Maybe more

Well there's your problem right there. One of the mods or the combination of all of them together is most likely causing the issue. Try removing some or all of them. If you're having problems and have mods, the mods are almost always to blame. Also, system specs would be useful. (OS, RAM, etc, as seen above.)

you need stream memory fix. It allows more streaming memory so your custom textures can load more effectively.
