Probably spoke about before, but has anyone noticed in Algonquin Peds don't often retaliate to abuse they simply just run off, unlike Alderney, Broker and Bohan where hitting back is second nature. I am assuming here that Algonquin being the business man/woman type area is the reason for this and R* deliberately grafted this into the game.

What do you guys think ??

Probably. Obviously there's a much less percentage of gangs in Algonquin as opposed to say Bohan. Pretty much anyone in Broker, to me, fights back somehow or at least taunts

Bohan is the island that likes to fight... walk around the streets... you will see haha

Your observation is correct, except for the Chinese gangmembers in south algonquin.
It makes sense in real-life too, a poor worker is more likely to be assertive than a wealthy businessman with something to lose.

You're probably right. This is why I think it's the small details that makes GTA IV a cool game. It's the small things that matter, it's cool how realistic it is.
