I installed gta iv fresh and installed iCEnhancer and now look at this sh*t


please help me!

This quote from a Moderator(Justin) covers it nicely...Since it looks like you are using mods, than that is the problem, so un-install the game, delete the rest of the install directory that didn't get deleted by the traditional un-install, then re-install and play the game WITHOUT MODS(The way it was designed and tested to be played) and you should have no problems...Mods can have bad results some times...

what are your specs . looks like a graphic card in the middle of the summer , if you know what i mean . is it hot where you live

It's probably video grain. Such feature was introduced in Left 4 Dead. Try checking iCEhancer's config.
