To answer your question, no, I don't think that GTA San Andreas is overrated. It was and is still a great game and IMO is better than any other GTA, including IV, TLAD and TBoGT.

You clearly never played the entire game. Your start off in Ganton, which is a gang-revolved area, but you need to take yourself to the top of the city, so you advance to a countryside next, where you meet The Truth. The Truth takes you to San Fierro (based on San Francisco), where there is much less gang members, and the only ones that are there are the San Fierro Rifa (a small Mexican gang), The Triads (a Chinese tong), and the Da Nang Boys (a weak Vietnamese gang). So you can see the ganglife-orientation soon wears off. You then go to the desert of Bone County, where you work for the likes of Mike Toreno, who works for an unnamed government agency. And before you know it you in Las Venturas (based on Las Vegas) where you basically are only working for you friend Wu Zi Mu (who you own a casino with) and the Mafia. The game then sets the last seven or eight missions back in Los Santos, where CJ returns to his gang-orientated lifestyle.
As you can see, there is way more to the game than gangs.

Well that's your opinion and you're entitled to it.you may say that he got pushed around, but he was framed for the murder of a police officer, so he couldn't do anything else. You might say that he should've just shot Tenpenny in the face, but have you heard of something called dignity, or respect?

Again, this is your opinion and imnot stopping you from expressing it, but if you actually listen to the plot and storyline you'll find that they're actually really well planned and Rockstar out a lot of effort into getting the continuity correct. And you'll only ever find one continuity arrow in the entire game.

2. CJ is a crappy protagonist. He took way too much crap from people like Tenpenny, he was kicked around for almost the entire game. If that had been Tommy Vercetti in CJ's place during many of those cutscenes with C.R.A.S.H, Tenpenny would been shot in the face. I did like Tenpenny as a villan, he was one of the redeeming factors of San Andreas.
3. A LOT of annoying missions. So many of the missions in San Andreas where not enjoyable, they where just frustrating and annoying. I don't play GTA to play some crappy DDR clone minigame.
Just a few of my gripes with San Andreas. Feel free to give your feedback. | I respect your opinion. But here are m,y views.
The Gameplay: I loved it, in fact I love all the gang scenes CJ: He is awesome he had nothing in the beginning and had everything in the end.  Missions: I found every mission challenging and didn't hate them. Map: It was huge and I loved the country side.
