GTA San Andreas graphics on my HP Pavillion m7 is GREAT at medium/high quailty, frame limiter off, anti aliasing off........look at my video and see the issue......the game seems to freeze every few seconds for just only a split second. Does anyone know what causes it or how I can fix it????

I see it's not modded, it could be an issue with hardware latency, have you tried playing the game in High Performance mode in the Power Options?

Downloaded the game online....forgot the website, but it wasn't steam or game fly....don't know the specs...

We can't help with Pirated Games. (Torrent/Warez are banned here.)
Buy the real game (DVD 10$US at amazon.com) and you might not have problems.
