First Question,

I. How do I make a storyline uneditable? (Like, the Final Version)

II. How do I make two missions at once, and you have to complete both of them to unlock the next missions?

Like, there are too icons on the map, one is for a guy called Blake, the other is for Trance, and you have to complete both of the missions seperate to move on throughout the storyline.

1- I believe it is uneditable by default.
2- It is not possible yet. Only one mission can unlock another one. Maybe in a future version?

Next time, you could ask in the Ask & Answer topic or in the Designers Lounge. Also, the Search tool is your friend (searching is recommended before making a new topic to know if a thread asking the questions you want to ask weren't already asked and answered.)

To distribute your storylines, upload them on the official website: dyom.gtagames.nl. Then, go to the upload menu and click on Storyline.

Once it is up, you can even create a topic on the DYOM: Missions section about your storyline.
